New recycling site permit scheme for Bath, Keynsham and Old Welton starts tomorrow

A new permit scheme begins at the Bath area's recycling centres tomorrow. People living in B&NES will either have to register for a free permit or show their Discovery Card to use the centres at Midland Road in Bath, Keynsham and Old Welton. From tomorrow, anyone who cannot prove they live in the district faces being turned away in a move aimed at ensuring B&NES Council does not foot the bill for the rubbish of other areas. The council says the move will save £60,000 a year, although there have been claims that the crackdown could lead to increased fly-tipping. It is understood the biggest problem is the use of the site at Keynsham by residents of neighbouring South Gloucestershire or Bristol. A spokesman said: "The council pays a significant amount of money each year for non-Bath and north east Somerset residents to dispose of their waste for free at our recycling centres. We cannot continue to subsidise this. This new permit should make it fairer for all – residents pay council tax to allow them to dispose of household rubbish and recycling they create and not that of residents living in other authority areas." The council's cabinet member for neighbourhoods Councillor Dave Dixon (Lib Dem, Oldfield) tweeted today: "£60k saving doing this or £60k of service cuts. The choice was simple for me." The authority has said the move should also cut queues. Registration is free and the council will use automatic number plate recognition cameras to clock vehicles. There will be no physical permit, although people can use an existing electronic van permit or show their Discovery Card if they do not want to apply online. B&NES said staff would be giving out leaflets and explaining the new permits to residents visiting the centres over the next few months, and would show discretion in the scheme's early stages. The permit will last for three years.
