Wiltshire councillors Terry Chivers and Jeff Osborn have raised concerns about a consultation on changes to the county's buss pass scheme.
The independent councillors say elderly and disabled residents who are not online will struggle to take part in the consultation.
Wiltshire council wants to amend the bus pass scheme so that it can only be used from 9am to 9.30pm Monday to Friday.
The scheme would be available at all times on weekends and Bank Holidays.
Mr Chivers said: "I welcome the consultation, but unless you are online it's hard to take part in the consultation.
"Yesterday I asked how those that aren't online can make comments, and was shocked by the reply.
"I was told that forms will be made available at Council offices in Trowbridge, Chippenham, and Salisbury.
"This means that the elderly and disabled have to travel miles just to fill out a form, it's just not good enough and it just won't happen."
Mr Osborn said the council is looking to save around £180,000 per year by making the changes.
He said: "If leading councillors hadn't voted themselves eye-watering increases in allowances these changes wouldn't be required. It's a pity they put their own needs before that of the elderly and disabled.
"I'm also disappointed that the only way to comment is online, there is no reason why forms can't be placed in town and parish council offices, leisure centres the list is endless."
