Bath Rugby Academy member Charlie Ewels has kept his place in the England under-20s side as they continue their Six Nations campaign against Scotland at Netherdale on Friday.
Ewels starts in the second-row, with fellow Academy lock Tom Ellis named on the bench. Replacement hooker Tom Woolstencroft makes it a trio of Bath youngsters in the matchday 23.
England head coach Nick Walsh makes two changes to the side that suffered a 21-15 defeat against France in the championship opener.
Leeds Carnegie hooker Jack Walker comes in for Harry Thacker, who has returned to Leicester Tigers. The only other change sees Tigers flanker Will Owen replace Exeter's Joel Conlon.
Head coach Walse said: "It was frustrating against France because we know that we could have caused them a few more problems, but it just wasn't to be in that game.
"We've got faith in the back-line to deliver this week and hopefully the forwards can create a platform and we can go out there and perform like I know we can."
