Council chiefs and business leaders have vowed to raise their game in the battle against Bath's gull menace.
A senior official at Bath and North East Somerset Council this week admitted that seeing pictures of gulls tearing open bin bags on the streets of the World Heritage Site city had been "quite an eye-opener".
He said: "Clearly we need to raise our game."
Meanwhile, businesses using a new waste collection service are being offered strong bird-proof bin bags and timed collections to keep the gulls at bay.
One cafe owner has taken to spraying her bin bags with bleach to stop the birds breaking them open.
